Expert and contact search, used by the public helsinki.fi pages and the Flamma intranet. OpenAPI 3.1.0, 22 paths, 33 schemas — the only 3.1 document in the estate. Returns records about identifiable staff, so no live response is captured anywhere in this repository and no agent skill or MCP tool is emitted for it.
